2023 PAG Regional Orthophotography
Pima Association of Governments (PAG) is seeking proposals — to better synchronize and coordinate available imagery and elevation datasets for our regional partners — from qualified firms or individuals, either singly or through a joint venture with others, to obtain 4-band orthophotography in calendar year 2023 for eastern Pima County as well as the entirety of the Tohono O’odham Nation (approximately 8,200 square miles – see map in Exhibit A of Appendix A) and the University of Arizona (see Exhibit B). PAG is requesting statements of proposals for orthoimagery at 30 cm ground sample distance (GSD), 15cm GSD, and 7.5 cm GSD that can be acquired and stored on-premises at PAG and under ownership by PAG. The project will be managed by PAG.

Questions will be accepted until 5 p.m. Mountain Standard Time (MST) on June 23, 2023. Proposers are encouraged to submit their questions as early as possible to allow PAG adequate time to prepare accurate, timely, and comprehensive responses. PAG responses will be provided online at https://pagregion.com/info-center/rfp-rfqs/ and at the PAG office front desk within 10 days and minimally by July 14, 2023.
A copy of this solicitation and any future addenda may be obtained from the PAG internet site at: https://pagregion.com/info-center/rfp-rfqs/ and at PAG office’s front desk (address below). PAG takes no responsibility for informing recipients of changes to the original solicitation document. It is the proposer’s responsibility to obtain a copy of any amendments relevant to this solicitation. Failure to submit amendments with the solicitation response may be grounds for deeming a proposal non-responsive.
PROPOSAL DUE DATE: A signed copy of the proposal and supporting data must be received by PAG before 10 a.m. MST on July 21, 2023, in BOTH digital and physical formats.
Envelopes shall be SEALED, and shall be labeled with ORTHO 23, DUE 7/21, the proposer’s name, and the proposer’s address. Physical proposals must be mailed or hand delivered to: Pima Association of Governments, Director of Finance, 1 E. Broadway Blvd., Suite 401, Tucson, AZ 85701. Digital copies shall be delivered in a single compressed ZIP file as an email attachment or accessible through a download link and sent to rcuaron@pagregion.com with the subject line: ORTHO 23, DUE 7/21, and the proposer’s name.
Proposals will be opened at PAG at 10:15 a.m. MST on the due date. Respondents are welcome to attend the opening of the proposals by virtual meeting by request. Please contact the PAG Director of Finance in advance if you wish to attend during submission openings. PAG reserves the right to disqualify any proposals that are not in accordance with the prescribed requirements of this RFP.

Public Notice for Public Comment – Draft State Fiscal Year (SFY) 2024 Funding Allocations for Service Categories of the Social Services Block Grant (SSBG) for Pima County
Pima Association of Governments (PAG), the Council of Governments for Pima County, is accepting public comments on the proposed funding allocations for Pima County for service categories of the Social Services Block Grant (SSBG) to the Arizona Department of Economic Security (DES). The funding allocations are pertinent to the State Fiscal Year (SFY) 2024 Local Planned Level.
PAG facilitates the process for developing recommendations for SSBG funding for Pima County under the guidance and direction of the Arizona Department of Economic Security.
Human service organizations in Pima County may then contract with the State to provide services using these funds. There are 29 service categories under the Social Services Block Grant. However, the task before PAG is focused on eight or nine of these categories. The proposed recommendations will result in funding for agencies in Pima County in SFY 2024. PAG makes funding recommendations for service categories not agencies. It does not review applications, reports or have input into the State process once the plan is approved.
The guidance set for PAG includes the following goals for the SSBG Program in the State of Arizona:
- Achieving or maintaining economic self-support to prevent, reduce or eliminate dependency.
- Achieving or maintaining self-sufficiency, including reduction or prevention of dependency.
- Preventing or remedying neglect, abuse or exploitation of children and adults unable to protect their own interests, or preserving, rehabilitating, or reuniting families.
- Preventing or reducing inappropriate institutional care by providing for community-based care, home-based care, or other forms of less intensive care.
- Securing referral or admission for institutional care when other forms of care are not appropriate, or providing services to individuals in institutions.

This public comment period begins Wednesday, May 10, 2023. All written public comments on the proposed program must be received by midnight on Friday, May 19, 2023, which concludes the comment period. This notice of public involvement activities and the time established for public review and comments on the DRAFT SFY 2024 Social Services Block Grant funding recommendations for Pima County will help to satisfy requirements for the public process for local input.
