FY 2025 – FY 2029 Transportation Improvement Program
Project List Amendment Draft: 15-day Comment Period

Pima Association of Governments (PAG), the federally designated metropolitan planning organization in Pima County, is accepting public comments on four amendments to the FY 2025 – FY 2029 Transportation Improvement Program (TIP) project list, in accordance with 23 CFR 450.328.

Projects and funding in the TIP must be consistent with PAG’s federally required long-range transportation plan, the Regional Mobility and Accessibility Plan. The 2055 RMAP Update was adopted by the PAG Regional Council in July 2025.

The projects included in these TIP amendments have already been approved through previous planning and decision-making processes. RTA Next projects were approved by Pima County voters in March 2026, and projects contained in the Regional Mobility and Accessibility Plan (RMAP) were developed through extensive public outreach and comment opportunities. Comments submitted during this TIP amendment process should focus on the proposed programming, funding, timing, or implementation of these amendments rather than projects that have already been approved.

This amendment rebalances programming across 20 new and existing TIP IDs, serving to bridge the transition between the original RTA Plan and RTA Next in the following ways:

1. It introduces “RTA2” as a fund type, representing the half-cent County-wide sales tax (referred to as Transaction Privilege Tax or TPT) associated with the successful passage of RTA Next.

2. It swaps federal Surface Transportation Block Grant (i.e., STBG >200K) funds and state Highway User Revenue Funds (i.e., HURF 12.6%) between select projects in Element 1A and Element 1B of the RTA Next plan, thereby reducing the number of federalized roadway projects overall.

3. It consolidates funding sources by program year whenever possible, so that either RTA TPT or HURF 12.6% is the only fund source programmed in one fiscal year. This aligns with an ongoing effort to streamline and simplify the reimbursement process to jurisdictions.

This amendment introduces a new project, Moore Rd / I-10 Traffic Interchange (TI), included in the voter-approved RTA Next plan and shifts the schedule of other ADOT major projects to accommodate lower-than-anticipated federal and state funding allocations for FY 2027 – FY 2029. This planning was closely coordinated between ADOT and PAG/RTA. This regionally significant project is located in the Rillito PM10 non-attainment area. In consultation with agency stakeholders, air quality conformity for this project relies on the regional emissions analysis from the 2055 RMAP Update process in Sept. 2025.

This amendment introduces 11 new projects included in the voter-approved RTA Next plan that are intended to start in FY 2027, at the request of sponsoring jurisdictions.

This amendment introduces a new project, FTA 5307 Purchase of Sun Shuttle Capital Assets, included in the voter-approved RTA Next plan and modifies the FY 2027 funding amounts of other transit projects in the project list to conform to the most recent apportionments of FTA funding allocations for FY 2027. This is an annual process.

The changes detailed in #2025.070 and #2025.080 above reflect the initial efforts to enact the voter-approved RTA Next Plan. Extensive outreach was conducted, and feedback was solicited during the plan development across a 6-year period. That information was utilized to develop the plan that was ultimately approved by the voters of Pima County in March 2026. Most of the new project details contained herein are following statutory requirements for the plan.

Public Comment Schedule

The 15-day public comment period begins Monday, August 24, 2026. All written public comments on the proposed program must be received by 5 p.m. on Tuesday, September 8, 2026, which concludes the comment period.
