The PAG Transportation Improvement Program (TIP) identifies priorities for national, state and regional roadways; transit or bus services; aviation, bike and pedestrian facilities; as well as eligible programs.
Certain amendments to the TIP require a public comment period, in accordance with 23 CFR 450.328(a).
Please note that some amendments to the PAG TIP are considered administrative modifications, and therefore, do not require a public comment period.

Project List Amendment Draft: 15-day Comment Period
Pima Association of Governments (PAG), the federally designated metropolitan planning organization in Pima County, is accepting public comments on four amendments to the FY 2025 – FY 2029 Transportation Improvement Program (TIP) project list, in accordance with 23 CFR 450.328.
Projects and funding in the TIP must be consistent with PAG’s federally required long-range transportation plan, the Regional Mobility and Accessibility Plan. The 2055 RMAP Update was adopted by the PAG Regional Council in July 2025.
The projects included in these TIP amendments have already been approved through previous planning and decision-making processes. RTA Next projects were approved by Pima County voters in March 2026, and projects contained in the Regional Mobility and Accessibility Plan (RMAP) were developed through extensive public outreach and comment opportunities. Comments submitted during this TIP amendment process should focus on the proposed programming, funding, timing, or implementation of these amendments rather than projects that have already been approved.

This amendment introduces 26 new RTA Next (RTA2) transit projects and their respective programming for FY 2027. It also introduces 5 RTA Next (RTA2) transit projects and programs FTA 5311 Year 1 (FY 2026 cycle) grant awards and the corresponding non-federal match in FY 2027. FTA 5311 Grant Award programming is an annual process. Voter approval of the new plan prompted the need to create a new schema: a set of TIP IDs to align existing services with the RTA2 plan ballot items, and a set of TIP IDs for new ballot items. This new categorization system improves both project tracking and financial reporting. These projects were issued an advanced Notice to Proceed by the PAG/RTA Executive Director, so that transit service could continue uninterrupted through the transition from RTA1 to RTA2.
The changes above reflect the initial efforts to enact the voter-approved RTA Next Plan. Extensive outreach was conducted, and feedback was solicited during the plan development across a 6-year period. That information was utilized to develop the plan that was ultimately approved by the voters of Pima County in March 2026. Most of the new project details contained herein are following statutory requirements for the plan.
