30-day Comment Period for Draft FY2027-2030 PAG Coordinated Public Transit – Human Services Transportation Plan

Pima Association of Governments (PAG), the metropolitan planning organization in Pima County, is accepting public comments on its draft FY 2027–2023 Public Transit-Human Services Coordinated Transportation Plan.

The Public Transit-Human Services Coordinated Transportation Plan is federally required for the PAG region. The plan identifies the transportation needs of individuals with disabilities, seniors, and people with low incomes. It provides strategies for meeting those local needs and prioritizes transportation services and projects for funding and implementation.

The primary purpose of the Coordinated Transportation Plan is to provide guidance on the use of federal Section 5310 grants in the region. The Section 5310 program provides capital grants and operating assistance to non-profit and public agencies in acquiring and operating vehicles to transport older adults and persons with disabilities. The 5310 funds are apportioned separately on a formula basis directly to large urban areas and to states for use in small urban and rural areas. The Arizona Department of Transportation (ADOT) serves as the designated recipient for both the direct Tucson urban area apportionment and for the small urban and rural areas within the PAG planning area. PAG coordinates with ADOT as to the use of the Tucson urban area 5310 apportionment and makes recommendations for small urban and rural areas. ADOT ultimately determines the final awards using PAG’s recommendations in its review process.

The Coordinated Transportation Plan is required to be updated every four years, at minimum, with the last major update adopted Jan. 27, 2022. Minor updates and amendments are added annually to include the current Coordinated Transportation Plan lists of recommended projects.

This update includes the following key elements:

Identifies transportation resources and evaluates needs assessments including:

  • Discovering regional service gaps       
  • Describing the current network of transportation providers including public transit, private transportations systems including non-emergency medical transportation (NEMT) providers, volunteer and disabled veteran transportation services
  • Revealing overlaps and gaps in services by mapping service area boundaries provided by participating 5310 agencies, volunteer transportation services, NEMT and veteran transportation providers
  • Identifying populations served relative to agency programs
  • Displaying the footprint of transportation services provided relative to urban and rural areas
  • Identifying emerging needs

Proposes strategies to bridge regional gaps including:

  • Determining opportunities for volunteer transportation services
  • Identifying opportunities for regional coordination among transportation providers
  • Creating coordinated strategies for addressing funding constraints

Prioritizes collaboration to solve regional challenges via:

  • Setting goals and strategies to advance regional coordination
  • Identifying funding priorities for FTA Section 5310 projects

Public Comment Schedule
This public comment period begins Monday, Dec. 15, 2025. All written public comments on the proposed program must be received by 5 p.m. on Tuesday, Jan. 13, 2026, which concludes the comment period. Draft SFY2027 funding allocations for service categories of the Federal Social Services Block Grant (SSBG) for Pima County

Pima Association of Governments (PAG), the Council of Governments for Pima County, is accepting public comments on the proposed funding allocations for Pima County for service categories of the Federal Social Services Block Grant (SSBG) to the Arizona Department of Economic Security (DES).

Pima Association of Governments (PAG) facilitates the process for developing recommendations for SSBG funding for Pima County under the guidance and direction of the Arizona Department of Economic Security.

Human service organizations in Pima County may then contract with the state to provide services using these funds. There are 29 service categories under the Social Services Block Grant. However, the task before PAG was focused on 8 or 9 of these categories. The proposed recommendations will result in funding for agencies in Pima County in SFY 2027. PAG makes funding recommendations for service categories not agencies. It does not review applications, reports or have input into the state process once the plan is approved.

The guidance set for PAG included the following goals for the SSBG Program in the State of Arizona:

  1. Achieving or maintaining economic self-support to prevent, reduce or eliminate dependency.
  2. Achieving or maintaining self-sufficiency, including reduction or prevention of dependency.
  3. Preventing or remedying neglect, abuse or exploitation of children and adults unable to protect their own interests; or preserving, rehabilitating, or reuniting families.
  4. Preventing or reducing inappropriate institutional care by providing community-based care, home-based care, or other forms of less intensive care.
  5. Securing referral or admission for institutional care when other forms of care are not appropriate or providing services to individuals in institutions.

The DRAFT SFY 2027 Social Services Block Grant funding recommendations may be viewed at the PAG website PAGregion.com/SSBG. The funding recommendations may also be viewed online by visiting any branch of the Pima County Public Library system that have computers available for public use.
