Update to biannual improvement program keeps projects and funding on track

Every two years, Pima Association of Governments updates its federally required Transportation Improvement Program. The current five-year program covers fiscal years 2025 through 2029.

Developed in cooperation with PAG member jurisdictions, the Arizona Department of Transportation and public transit providers, including Sun Tran, the funding program must be compatible with the state’s transportation improvement program.

The projects funded in PAG’s TIP are also identified in the region’s federally required long-range transportation plan. PAG’s 2045 Regional Mobility and Accessibility Plan (RMAP) covers a 25-year planning period and is fiscally constrained at $15.1 billion based on anticipated revenues. What makes the development and approval of these two required planning documents important for the region is that they work together in securing secure millions of dollars in federal funding annually for regional transportation projects. Both the RMAP and the TIP also identify Regional Transportation Authority funding and projects from the 20-year, voter-approved regional transportation plan.

The improvement program is similar to a capital improvement program with projects identified in the first year to be funded for active design and construction. Through the PAG committee process, the five-year program is updated every two years to allow any eligible or needed adjustments in funding or scheduling as part of the rollover process to keep projects in action.

The TIP lists expenditures for planned or anticipated transportation projects, programs and regional priorities for all transportation modes. This includes national, state and local roadways, and transit, bicycle and pedestrian facilities that regional jurisdictions intend to build.

Additional requirements of the program, include identification of potential impacts, including traffic congestion and air quality.
