Whether you walk or ride your bike to reach your destinations, we want to provide an active transportation network that supports safety, clean air, connectivity and healthy communities for users of all ages and abilities.
Pima Association of Governments’ Regional Active Transportation Plan (RATP) will inform planning for future improvements for walking, biking, rolling and other human-powered travel across Pima County. The PAG Regional Council approved the regional plan in December 2025. Taking a data-driven approach to planning, the RATP provides a shared vision with input from member agencies and the public.
Active transportation includes everyday travel by:
- Walking
- Bicycling
- Using wheelchairs, mobility devices or other personal mobility equipment
- Other non-motorized ways of getting around
These types of trips connect people to jobs, schools, transit, parks, shopping and other daily destinations.
Based on analysis and recommendations from the public and PAG member jurisdictions, the active transportation plan aims to improve our communities in the region by focusing on:
- Improving safety for people walking and biking
- Expanding mobility options for residents and visitors
- Connecting neighborhoods, schools, jobs, transit and activity centers
- Supporting healthier communities through increased physical activity
- Reducing traffic congestion and improving air quality
- Promoting equitable access to active transportation facilities
The RATP, which outlines a vision, goals and strategies, identifies 118 regionally significant active transportation projects along a high priority corridor to help guide future investments by local jurisdictions.
The RATP also includes an Active Transportation Toolbox to serve as a guide for consistent treatments that seamlessly connect across jurisdictional boundaries.
The RATP serves as an update to the PAG Regional Bicycle Plan (approved in September 2009) and the PAG Regional Pedestrian Plan (approved in December 2014).
